If you're looking for a vibrant city with a rural charm and a strong sense of community, Lake Elmo should be at the top of your list. This once-sleepy outpost surrounded by picturesque sod fields has undergone a remarkable transformation, making it the state's fastest-growing city according to the latest U.S. Census estimates. The population surged by an impressive 13.6 percent from July 2020 to July 2021, a growth rate that could double the population in less than six years if it continues at this pace.

The allure of the rural feel, the absence of strip malls, and the abundance of open spaces have been major factors to attracting new residents.

Lake Elmo's evolution into a thriving community is a relatively recent development. While neighboring suburbs such as Woodbury, Cottage Grove, and Oakdale experienced significant growth, Lake Elmo maintained much of its rural character. However, when the Metropolitan Council mandated that Lake Elmo connect to a regional sewer system to accommodate the region's growth, the city initially resisted and took the case to the state Supreme Court. Ultimately, Lake Elmo lost the battle, sewers were constructed, and developers swiftly seized the opportunity.

The impact was remarkable. The number of building permits soared from 32 in 2013 to 150 just two years later, and it has consistently ranged between 250 and 300 annually since then. The Metropolitan Council initially projected a population of  24,000 for Lake Elmo by 2030, but the city revised its goal to 22,304 by 2040.

As with any rapid growth, challenges have emerged. The City Council approved a 42 percent city tax levy increase last year to address the growing pains. The funds were allocated for crucial infrastructure projects such as a new city center, fire station, public works addition, and the creation of four new full-time positions. Despite the levy increase, Lake Elmo proudly boasts one of the lowest tax rates in Washington County, demonstrating its commitment to maintaining an affordable and desirable living environment.

Lake Elmo's allure extends beyond its physical infrastructure. The city's sense of community and family-friendly environment make it an attractive destination for individuals looking to raise their children in a welcoming and safe atmosphere. But similar to several cities in Washington County, Lake Elmo faces the challenge of contamination caused by poly-fluoroalkyl substances (PFAS) released over decades by 3M Co., a company based in nearby Maplewood. These "forever chemicals" pose environmental risks and were used in various consumer products, including nonstick cookware and firefighting foam. Lake Elmo took legal action against 3M when the chemicals were discovered in the city's wells, leading to a settlement in 2019 that awarded the city $2.7 million and 180 acres of farmland. These funds were utilized to drill wells and address the water issue.

Lake Elmo recognizes the importance of providing quality education and ensuring sufficient school facilities to accommodate the growing number of residents. As the city experiences a surge in population, plans are underway to address the need for expanded educational infrastructure. Lake Elmo Elementary, located conveniently close to many new housing developments, is in high demand but requires renovations to meet the growing student population's needs. In response, the district has committed to convening a group to explore the possibility of replacing Lake Elmo Elementary and expanding nearby Oakland Junior High. The goal is to have a new, spacious elementary school ready to serve neighborhoods by 2024. By prioritizing the enhancement of educational facilities, Lake Elmo ensures that families moving to the area can provide their children with excellent educational opportunities within the community.
